SHAPE is the Strategic Headquarters for Allied Command Operations. The Operations Directorate at SHAPE is responsible for ensuring that ACO forces are at the state of readiness required to carry out an effective defense under the terms of MC 400. The J9 Division is responsible for providing situational awareness on Civil Military Interaction (CMI) and CIMIC issues, serves as an enabler and facilitator for comprehensiveness between NATO forces and civil actors committed to the management of a specific crisis and/or natural disaster and provides non-military capabilities for crisis management. CMI branch applies governance, development and IO / NGO expertise through strategic engagement and outreach activities, in order to foster and develop relationships and build trust among strategic partners, with a view to enabling fruitful civil military interaction across the organisation and contribute to a contextualised understanding to CCOM products.The IOs/NGOs/Humanitarian Affairs Advisor is a general junior staff officer within the CMI Branch with specific knowledge about IOs and NGOs mandate, functions, structure and relation.
